Yellow Penalty Charge Notices
In 2009 Parkeringsselskapet AS started using yellow Penalty Charge Notices (PCNs). If you have received a yellow PCN, you will not find a giro with the PCN, all necessary payment information will be printed on the yellow PCN. On all yellow PCNs issued to foreign vehicles, BIC and IBAN information is printed to facilitate payment from abroad.

Formalities
The Penalty Charge Notice (PCN) can only be revoked where such PCN has been incorrectly imposed. Even if the PCN has been issued correctly, there can in certain individual circumstances be grounds for revoking such PCN. Examples of situations which may result in the Penalty PCN being revoked include vehicle breakdown (must be confirmed by statement from garage), stolen vehicle (must be reported to the police), technical problems with the ticket machines, personal emergencies (must be documented).
If you have stopped or parked in breach of the applicable parking regulations, there will normally not be any grounds for revoking the Penalty Charge Notice (PCN). The following reasons do not count as valid grounds for revoking the PCN:
- Lack of coins/correct change for ticket machine
- Ticket not visible in front windscreen, or any other reason which ticket cannot be controlled
- Lack of ticket where there is free parking associated with maximum duration of parking
- Delays (meetings, doctors’ appointments, etc.)
- Lack of time to buy a parking ticket
- Failure to see / read signs
- Failure to find ticket machine
- Payment made to incorrect ticket machine
- Communal parking permit for disabled people, and not valid ticket
- Delivery of goods (other than in special zones for goods delivery)
- Stop in loading / unloading activities
If the ticket machine is faulty, the driver who discovers such fault and proceeds to park, has a duty to notify about the fault by calling our maintenance department (number is given on the machine) . If there are more than one ticket machine in the parking area and the other machine(s) are in workingorder, the driver is obliged to use an alternative ticket machine. The claims handling department and the Norwegian parking complaints authority, Parkeringsklagenemda will usually not find in favour of complaints, if the driver making the claim has not notified us about the fault.
Through membership in The parking association Norpark,Parkeringsselskapet AS have committed to being a serious and responsible player in the parking industry. The parking association Norpark and the Norwegian Consumer Ombudsman (Forbrukerombudet) has developed standard conditions for regulating private parking. The conditions set out rights and obligations for both drivers and parking companies.
